Medicare Payment Coalition Defines Legislative Agenda for Frail Beneficiaries
The Medicare Payment Coalition
has agreed to a proposal for Medicare+Choice payment reform
for the frail elderly. The proposal would: a) hold harmless Medicare demonstrations for the
frail elderly from the new risk adjustment formula current until an appropriate payment
method is devised; b) create a "complexity payment" for specialized plans serving a
disproportionate share of frail elderly until a new payment formula is developed;
and c) require HCFA to continue research in specified areas with a view toward identifying
a payment approach that includes, but is not limited to, risk adjustment methods.
