NCCC President and CEO provides testimony before the HHS Regulatory Reform Advisory Commission
On Tuesday, June 11, Richard Bringewatt, NCCC President and CEO,
served on a panel to provide testimony before the
last meeting of the HHS Regulatory Reform Advisory Commission. Secretary
Thompson; Tom Scully, CMS Administrator; and Bobby Jindal, Assistant
Secretary for Planning and Evaluation, were at the Minnesota hearing. The
primary focus of the hearing was coordination of program benefits under
Medicare and Medicaid. Use the following links to download a copy of the

Bringewatt also served as a reactor to a presentation made
by David Minge on June 7.
Former U.S. Representative Minge has conducted a
comprehensive study on the inequity of Medicare payment to rural healthcare
plans and providers. In his remarks, Bringewatt drew an analogy to the inequity of
Medicare financing for programs serving those who are frail and medically
complex. He also called for broadening coalition efforts among those
adversely affected by Medicare payment methods. Use the following link to
download a copy of Minge's report. The report contains a nice overview of
payment structures under Medicare, including M+C and fee-for-service
financing, and a fairly sound justification for alternatives in payment
methods.
